There are a couple of scenarios that can result to calls not getting connected.
1. If you are targeting a geographical area that's not covered by the offer/campaign. Make sure you are checking the offer details for the list of states covered by the offer.
2. If the callers are calling outside of the operational hours. Check the offer details for the hours of operations and make sure your ads are running only within the hours.
